Is anyone familiar with a Burchers Popular PressMan.
I cannot seem to figure out how the shutter works and how to activate it

Burcher, no idea mate 
ICA Tudor or Butcher Popular Pressman, yes, I have 3 It's a long 3 slot shutter, look at the control side top knob sets the slit width by turning anti-clockwise. With the shutter fully released, first it sets to the 100mm slot fully open, then to give 1/30 & 1/15, the 25mm slot gives 1/160 & 1/60, finally the 3mm slit gives 1/350 &b1/1000. There is a user manual.
Butcher worked extensively with Huttig and Krugener importing and distributing their cameras here in the UK pre-WWI. They also used some of their parts for British made cameras, as did Kodak Ltd.
It's likely these Butcher Pressman cameras were a joint design with Huttig, as they use a metric slit width, but made by William Butcher. Within a year 1909 Huttig & Krugener, and others, had joined Zeiss Palmos to form ICA. ICA sold the Popular Pressman as the ICA Tudor, a clear indication of it's British origin.

Thanks, looking more closely, it appears that the curtain is missin from the rollers. I shall just have to press the lever and count
