The only reference I could find was a completed eBay auction that describes it as a "Reproduction Arm", though for what, I do not know.

With a bit more digging, I came upon this Repo Copy Stand. The closeups appear to have this part on them. It appears to be a swivel mount onto which you affix the camera used to make the copy or reproduction:
