I have always mixed Ilford Rapid Fix at 1+4 for film but just been reading a webpage where the author stated that he always mixes at 1+9 to make it more economical.

Does anyone here mix it to 1+9

1+4 for film, for me.
All things being equal, you will probably use much the same quantity of active chemical whatever the dilution, so in practice there will be very little real economy. I wouldn't try to outguess Ilford anyway.
Does your source use the film fix as a one shot solution? That might seem to give greater economy.
