Dust & Hairs on Negatives

After scanning the negative to arrive at a positive image, would black dust/hairs indicate these were present before the developing stage and white marks indicate dust/hairs present during developing stage.
 
Yes.

There's a reason why John Blakemore always wears a smock which doesn't shed fibres :D

I wear a wetsuit;) and still get hairs and dust, thank goodness for the spot healing tool
 
A lightweight rubberised fabric apron and blast everything with canned air all the time.
And the spot healing brush. Birds can look like dust.

Been there, done it, much prefers healing brush ;), having said that I sometimes have to retouch with my one haired brush after inkjet printouts
